Independence prevents the organisation from judging, funding, auditing or policing solely through its political leadership.
Receives, safeguards and distributes protected development funds under the published formula.
Verifies accounts and compliance but never receives or distributes development funds.
Exercise protected technical and integrity functions under the governing legal framework.
Reasoned, proportionate decisions and independent appeal replace political punishment by leadership.
