SIX PRESIDENTS FORM ONE COLLECTIVE ORGAN.
The incumbent Presidents of the six Historical Confederations sit ex officio and with equal institutional status. Together they safeguard and represent WUFO; no individual member is the President of WUFO, stands above the others or holds a casting vote.

WHO SITS—AND WHY
THE OFFICE FOLLOWS THE CONFEDERATION PRESIDENCY
WUFO conducts no separate election for these six seats.
Membership in the Body exists solely because that person currently holds the relevant Confederation presidency.
When a President leaves the Confederation office, that person leaves the Body and the lawful successor assumes the seat.
A Confederation leadership change creates no new Presidential Body term and does not alter the other five seats.
WHAT THE ORGAN IS FOR
COLLECTIVE LEADERSHIP, COORDINATION AND SAFEGUARDING
Its authority is institutional and coordinative—not a power to absorb the work of every other organ.
Provide WUFO-wide institutional leadership after the founding transition.
Exercise WUFO’s institutional and legal representation collectively.
Coordinate organisation-wide implementation of valid decisions.
Supervise the Secretary General and receive administrative reports.
Coordinate matters that cross Historical Confederation boundaries.
Propose matters for consideration by the competent Congress or Congresses.
Ensure that decisions validly adopted by competent organs are carried out.
Safeguard institutional balance, continuity and the post-foundational model.
HOW IT ACTS
COLLECTIVELY, WITHIN A VALID MANDATE
Agreement among six Presidents never replaces a decision that the Statutes reserve to another organ.
COLLECTIVE REPRESENTATION
- No individual member may act alone as President of WUFO.
- Only the collective Body exercises WUFO’s permanent institutional and legal representation.
- An individual may represent or legally bind WUFO only through an express lawful collective delegation—and only within it.
- A required majority is never created by a tie, abstention or casting vote.
DECISIONS AND ACCOUNTABILITY
- The Body acts only within powers expressly allocated by the Statutes or Regulations.
- Appointment or reappointment of the Secretary General requires at least four affirmative votes out of six.
- The Body may propose matters to the Congresses, but cannot replace a required Congress vote.
- Membership creates no separate WUFO salary; only legitimate expenses may be reimbursed under the financial rules.
PLACE IN THE CONSTITUTIONAL ARCHITECTURE
THE BODY CONNECTS THE SYSTEM—IT DOES NOT COMMAND THE WHOLE SYSTEM
Each surrounding organ retains its own reserved powers.
Hold the representative and constitutional decisions reserved to them.
Exercise the sporting powers reserved to each football pillar.
Safeguards, represents, coordinates and supervises implementation.
Runs the professional daily administration and reports operationally to the Body.
Audit, judicial, disciplinary, electoral, integrity and other protected functions remain independent.
CONSTITUTIONAL FIREWALLS
WHAT THE PRESIDENTIAL BODY MAY NEVER DO
Collegiate leadership is not a substitute for distributed constitutional authority.
The Founder President performs the temporary founding office.
At the permanent end of that office—or immediately upon an early permanent departure—the Presidential Body activates.
The six-seat collegiate organ continues permanently; lawful Confederation successors enter ex officio.
