The Men’s Football Branch governs the sporting matters assigned exclusively to men’s football. Shared WUFO organs safeguard, represent and administer the institution, but none may absorb the powers of the Men’s Congress or Men’s Football Council.
CONSTITUTIONAL SUCCESSION
These offices are safeguards and representatives. They are not superior to the competent Congresses.
Builds, launches, organises and stabilises WUFO; represents it within the granted mandate, supervises the initial central administration and executes authorised decisions.
MAY PROPOSE, RECOMMEND, REPRESENT AND EXECUTE · MAY NOT REPLACE A CONGRESS, COUNCIL OR INDEPENDENT BODYThe six incumbent Historical Confederation Presidents act collectively with equal status. They safeguard and legally represent WUFO, coordinate implementation and supervise the Secretary General.

Neither body is a department of the other. Their functions meet through proposals, decisions and accountability.
All 241 Member Associations hold one reserved Men’s Branch seat. The competent Congress decides constitutional, policy, budgetary and sporting matters assigned to men’s football.
ONE ACTIVE MEMBER SEAT · ONE VALID BRANCH MANDATE · ONE PUBLIC VOTETwenty-four geographic Councillors and four direct representatives of players, referees, supporters and clubs study football, consult the game and prepare proposals.
THE COUNCIL STUDIES, CONSULTS, DEVELOPS AND RECOMMENDS · THE COMPETENT CONGRESS DECIDESThe Men’s Congress is supreme only within its assigned constitutional field. Common WUFO Matters pass to the Joint Congress; admission of a new Member outside the reserved founding positions belongs to the Joint Membership Sitting.
PROFESSIONAL ADMINISTRATION
The departments are operational services—not additional constitutional authorities.
WUFO’s highest full-time professional administrative officer. Appointed by at least four of the six Presidential Body members, the office directs staff, coordinates departments and executes valid decisions and approved budgets.

WHEN BOTH BRANCHES MUST ACT
Joint action does not merge the two protected football branches.
The combined sitting of both Branch Congresses decides matters that genuinely concern WUFO as a whole.
NOT A THIRD PERMANENT CONGRESSThe two 28-member Football Councils sit together for the exclusive binding admission power defined by the Statutes.
