THE SITTING DECIDES APPLICATIONS OUTSIDE ORDINARY FOUNDING-POSITION ACTIVATION
Every application is examined on its own circumstances.
The applicant demonstrates a bona fide football-governance institution, a genuine jurisdiction and capacity to comply with WUFO law.
A Historical Confederation may receive the file, verify documentation and submit a recommendation; it cannot admit a Member.
All 56 Councillors form the competent body. Admission requires at least 38 YES votes.
The Sitting may impose conditions suited to the case; one decision creates no binding precedent for another application.
A THRESHOLD THAT CANNOT SHRINK
38 YES VOTES ARE REQUIRED FROM THE FULL 56-MEMBER BODY
Absence, vacancies and abstentions do not reduce the constitutional requirement.
INSTITUTIONAL FIREWALL
NO OTHER WUFO ORGAN MAY TAKE OVER THE ADMISSION DECISION
The exclusive power belongs to the two Councils acting together.
NEITHER COUNCIL ALONE
- The Men’s Council cannot admit a Member acting alone.
- The Women’s Council cannot admit a Member acting alone.
NO SUBSTITUTE AUTHORITY
- Neither Branch Congress, Joint Congress, Founder President, Presidential Body nor Secretary General may override or replace the Sitting.
- The institutional vote is public, while substantive reasons for approval or rejection need not be published.
