During the Embryonic and Foundational periods, WUFO has one Founder President. This office has a defined transitional mission and does not create a permanent individual presidency.

Governance
Governance belongs to the whole constitutional structure, not to a single office.
WUFO distributes responsibilities among a temporary founding presidency, a later collective presidency, two Football Councils, two Congresses and an operational Secretariat.
A collective presidency after the Foundational period
In the mature structure, the Presidential Body has six members: the sitting presidents of the six Historical Confederations, serving ex officio. It represents WUFO, oversees its constitutional balance, safeguards the institution and protects its founding commitments. It does not govern the women’s and men’s branches. The two Football Councils and the two Congresses stand alongside it at the constitutional level, each within its own mandate.

When a matter concerns both pillars
The two Councils or the two Congresses meet jointly when a decision affects both branches. A Joint Council or Joint Congress addresses shared matters without erasing the separate authority of either pillar.
The General Secretary runs daily operations
After the Foundational period, the General Secretary manages the organisation’s day-to-day work. The office reports directly to the Presidential Body and remains accountable to the Councils and Congresses. It has no independent political mandate or governing power. The Secretariat and its departments handle competitions, finance, contracts, budgets, projects and meeting notices.
