Every WUFO Member Association owns one reserved seat and one vote in this Congress. No population, wealth, sporting success, commercial value or historical influence creates an additional vote.

THE CONSTITUTIONAL CHAIN
THE SEAT AND VOTE NEVER BECOME PERSONAL PROPERTY
Representation begins inside the Member Association and ends in a recorded WUFO decision.
Determines the voting mandate under the Member Association’s own statutes.
Owns the reserved seat and appoints its accredited delegate.
Carries the mandate; the delegate does not own the seat or vote.
Records the Member Association’s public YES or NO vote.
THE ACCREDITED DELEGATE SHALL BE A MAN · A DELEGATE MAY NOT REPLACE A VALID GENERAL-ASSEMBLY MANDATE WITH PERSONAL OPINION.
WHAT THE CONGRESS DOES
REPRESENTATIVE AUTHORITY WITH DEFINED CONSTITUTIONAL BORDERS
Within matters reserved to its Branch, no Council, President, Presidential Body, Secretary General, committee or officer is superior to the Congress.
DECIDES FOR ITS BRANCH
- Approves or amends rules within its competence.
- Approves major sporting policies and reserved financial decisions.
- Approves, rejects or returns proposals for revision.
- Creates programmes, receives reports and requires accountability.
CANNOT CROSS RESERVED BORDERS
- Cannot exercise powers assigned expressly to another WUFO organ.
- Cannot govern the sporting affairs of the other football Branch.
- Cannot allow delegated or administrative power to become superior to Congress.
- Cannot convert negotiation authority into final approval authority.
PUBLIC DECISION-MAKING
EVERY VOTE IS NOMINAL, RECORDED AND OPEN TO SCRUTINY
The official record identifies how each Member Association voted.
Congress may meet and vote in person, remotely or in hybrid form, subject to identity, mandate, security and record verification.
WHEN BOTH BRANCHES MUST DECIDE
THE JOINT CONGRESS IS A JOINT SITTING—NOT A THIRD PERMANENT CONGRESS
Common WUFO Matters require the two protected Congresses to sit together without erasing their separate authority.
