THE HIGHEST PROFESSIONAL ADMINISTRATIVE OFFICER.

The Secretary General manages WUFO’s daily central administration, directs its professional staff and coordinates the execution of valid decisions. The office provides continuity and capacity, but it is not the political presidency of WUFO and possesses no independent legislative authority.

AUTHORITY TO ADMINISTER—NOT AUTHORITY TO RULE

Every power of the office must trace back to the Statutes, Regulations, an approved budget or a valid mandate.

WHAT THE SECRETARY GENERAL MAY DO

  • Issue administrative instructions needed to execute valid decisions.
  • Publicly explain positions already adopted by competent WUFO bodies.
  • Execute ordinary expenditure inside an approved budget and authorised delegation.
  • Negotiate and sign documents within a valid mandate or approval.
  • Coordinate departments, staff, meetings, contracts, projects and records.

WHAT THE SECRETARY GENERAL MAY NOT DO

  • Act as the political President of WUFO or claim a vote in a governing organ.
  • Create legislation or a constitutional position independently.
  • Materially commit WUFO without the required mandate or approval.
  • Treat an extraordinary decision as ordinary administration instead of escalating it.
  • Authorise emergency expenditure without express authority, documentation, reporting and audit.

PROFESSIONAL SELECTION SAFEGUARDS

THE PROCESS MUST SELECT CAPACITY—NOT PREDETERMINE A PERSON

Employment control is governed separately from the constitutional appointment power.

CRITERIA FIRST

Selection criteria must exist before the final choice is made.

IDENTIFIABLE ROLE

The appointment must correspond to a defined professional job description.

RELEVANT QUALIFICATIONS

Requirements must be reasonably connected to the work of the office.

NO ARTIFICIAL BARRIER

No qualification may be designed merely to exclude candidates or predetermine the appointment.

IF THE OFFICE BECOMES VACANT

CONTINUITY WITHOUT A NEW TERM CLOCK

VACANCY

The serving Secretary General leaves before the end of the term.

ACTING SECRETARY GENERAL

The Presidential Body appoints an interim officer for no more than 90 days, unless binding law requires longer.

SUCCESSOR

A successor is appointed under ART-24 and completes only the unexpired term.
