WUFO is committed to protecting the continuity of international football. Every competition, tournament and event already scheduled will be respected and allowed to proceed as planned. No existing commitment is put at risk by the creation of WUFO.
Eight years of dedicated work to put football back on solid ground will be worth the effort—because the result will safeguard the game’s survival and independence for decades to come.
Despite its not-for-profit status, it pursues commercial expansion, growing reserves and central control over football revenue.
It organises tournaments, channels and distributes funds, and safeguards the game. Nothing more.
Executive authority, legal representation and institutional influence converge around a single office, allowing the direction of world football to become identified with one individual.
The six incumbent Historical Confederation Presidents form the Presidential Body with equal status; none stands above the others and no one holds a casting vote. One temporary Founder President serves only during consolidation.
Decision-making may appear democratic while meaningful accountability remains weak and criticism is treated as disloyalty rather than as a safeguard of responsible governance.
Each Congress, Council, Presidential Body, administrative organ, fiduciary and auditor has defined responsibilities and limits. No organ may exercise powers reserved to another.
The organisation is legally represented through its presidency, placing its external institutional authority in the hands of one office.
The six-member Presidential Body is WUFO’s collective legal representative organ. Its members exercise that function together; no individual member may legally bind WUFO.
Major institutional direction can become dependent upon the authority, priorities and agenda of the person occupying the presidential office.
The Presidential Body safeguards WUFO and its constitutional balance; it does not control football. Substantive authority remains with the competent Councils, Congresses and representative organs.
Important decisions may be shaped by private understandings, pressure or personal interests, while an association cannot verify whether its delegate respected the instruction received.
Transparency permits scrutiny, protects the integrity of the decision and allows every Member Association to verify that its vote was cast according to the mandate of its General Assembly.
Women’s football can operate in its shadow and be treated as a programme or accessory rather than as an equal source of institutional authority. Its development may remain dependent upon structures dominated by the men’s game.
Men’s and women’s football possess equal political authority and institutional weight. Each has its own 241-seat Congress and 28-member Football Council; neither pillar is subordinate to the other.
Minimum representation may place women inside a structure without giving women’s football the power to determine its own governance, competitions and development.
It determines its sporting plan, competitions and institutional evolution, sharing decisions only on common WUFO matters affecting both pillars.
REPRESENTATION BECOMES AUTHORITY.
Centralised approvals, delays and suspension mechanisms can leave Members dependent upon the organisation and concerned that institutional disagreement may affect their entire national football structure.
Protected funds pass directly to an Independent Fiduciary for distribution under published rules. No WUFO leader may personally stop money lawfully due to a Member; misuse changes how support is delivered, not its protected development purpose.
Concentrating governance, investigation, discipline and funding inside one institutional ecosystem can reduce Members to subordinates, encourage clientelism and make principled dissent costly.
Disagreement with WUFO is not misconduct. WUFO must first explain the problem, recommend correction and hear the Member. Serious unresolved cases pass to an independent disciplinary process with reasoned decisions, proportionality and independent appeal.
Investigations into alleged corruption, criminal conduct or violations of domestic law may trigger an institutional conflict before a meaningful distinction is made between lawful oversight and political capture.
WUFO may cooperate with lawful criminal, anti-corruption, tax and safeguarding investigations while relentlessly defending a Member against political takeover, unlawful dissolution or governmental appropriation. Each case is examined on its own facts.
A largely uniform threshold can treat sovereign states, dependent territories and remote football jurisdictions as though they shared the same sporting circumstances. Limited exceptions do not create genuine case-by-case access.
WUFO reserves 241 founding membership positions—30 beyond today’s 211—with certain positions activated only after parent-association consent or the required certification. Future applications are studied individually.
INTEGRATE INSTEAD OF ISOLATE.
Grants, audits, courses and technical initiatives provide assistance, but sustained mentoring capacity varies and Members may resume development with the same internal limitations once a programme or cycle concludes.
Through National Football Development Partnerships, high-capacity associations mentor Members with the greatest needs. WUFO-funded programmes follow girls and boys from U6 through late childhood while developing players, coaches, referees, administrators and technical personnel.
During the 2019–2022 cycle, this equalled 34.05% of total revenue. The broad category combined direct Member support with technical programmes, refereeing, education, digital services and specialist initiatives; it was not money distributed exclusively to Members.
35.82% funds the WUFO Development Programme. 23.32% funds National Football Development Partnerships. 5.60% funds the Confederation Development Fund. The entire share passes through the Independent Fiduciary.
Financial and technical requirements exclude many Members before bidding begins, while opaque or disputed selection processes can generate suspicion. Major hosting opportunities and their economic benefits repeatedly flow to a limited group.
Every Member is integrated into one of 35 permanent Host Clusters operating through a predictable 20-year cycle. Territorial positions, rotations and alternations are published, while every proposed venue remains subject to independent certification.
HOSTING BY RULE—NOT BY FAVOUR.
Principal commercial rights remain centralised, while host agreements protect sponsor exclusivity around official venues and fan areas. Cities carry substantial responsibilities while many important revenue streams remain outside local control.
Hosts retain ticketing, hospitality, official fan-zone and local sponsorship rights. Cities may continue their normal schedules where they do not interfere with match operations, safety or certified venues.
THE TOURNAMENT JOINS THE CITY—IT DOES NOT TAKE IT OVER.
Multi-city scheduling can force teams and supporters to travel long distances between group matches, increasing costs, fatigue and transport emissions. Visitors may arrive for one match and leave, producing brief spending bursts instead of sustained participation in city life.
Each group is anchored to one city, allowing teams and supporters to maintain a stable base throughout the group stage. Apart from limited Sister-Host use for simultaneous final matches, fewer transfers reduce costs, fatigue and emissions while supporting local businesses day after day.
THE FAN BECOMES A TEMPORARY RESIDENT—NOT A PASSER-BY.
Ticket sales used dynamic pricing and random-selection phases when demand exceeded availability, alongside premium packages and official resale channels. Attending the tournament risked becoming an elite experience beyond the reach of ordinary supporters.
Under the World Championship Ticket Price Protection Policy, maximum ordinary-ticket prices follow the 2022 real-value table and may change only with inflation or deflation. No dynamic pricing, resale profit or ticket lottery: sales, returns and transfers use the official platform at the protected price, with a maximum of 10 ordinary tickets per purchaser per match.
A TICKET IS FOR ATTENDING FOOTBALL—NOT FOR MAKING MONEY.
Associations depend upon players holding nationality or recognised family or territorial connections. Members with small populations or limited football development have fewer options, while capable players from talent-rich countries may never receive a senior international opportunity.
Through the WUFO Legionnaire International Player Program, each Member may register up to 20 eligible players aged 25 or older who remain unused at senior international level, subject to independent verification and Primary Connection clearance.
ONE ADOPTION · ONE REPRESENTATIVE TEAM.
A 48-team tournament still leaves 163 of 211 associations outside each edition. Qualification repeatedly favours nations with deeper player pools, stronger domestic structures and greater resources, creating a sporting and financial divide that can persist for generations.
The seven-category WUFO Championship Cup places all 241 Members according to World Ranking. Categories A–G are not played simultaneously; their tournaments are deliberately spaced throughout each four-year cycle. Eight teams move up and eight move down between adjacent categories; only the Category A winner becomes absolute World Champion.
UNIVERSAL PARTICIPATION · SPORTING MERIT · A REAL PATH UPWARD.
Emerging teams must compete directly against established powers for a limited number of places, often before they can develop through opposition of comparable strength. Repeated early elimination reinforces the sporting gap instead of providing a structured route for advancement.
The WUFO World League places all 241 Members in 30 ranking-based divisions against opponents of comparable strength. In each standard eight-team division, three rise, two remain and three fall, allowing every team to advance consistently through sporting merit towards Division 1.
A FAIR LEVEL · A CLEAR STEP · A REAL PATH TO THE TOP.
USD 254 million supported Congress, committees, executive offices, personnel, buildings, communications and corporate operations. Necessary administration has developed into a large and expensive institutional structure.
WUFO’s founding financial model provides professional capacity for legal, financial, technological, documentary, governance and staffing needs under separate reporting and audit. Administration must remain modest, effective and subordinate to football.
