Talent should not disappear simply because a player has never been called up by the representative team to which they are ordinarily connected.
The WUFO Legionnaire Programme creates a carefully limited route for a player to represent another Member, even without an ordinary national or territorial connection to it. The adopting Member can draw on experience developed in another league, while the player gains a genuine opportunity to build an international career.
It gives players who have not been selected—and may never be selected—another stage on which to contribute, grow and be seen. It also helps narrow the sporting gap between Members with very different player pools, resources, development systems and diasporas.

Room to compete
A player who has remained outside international selection can contribute experience to another Member and gain an international stage.
A fairer field
The programme can soften the advantage of Members able to draw on larger, wealthier or more internationally connected player pools.
Clear boundaries
The corpus protects the player’s primary connection and sets age, registration and numerical limits. Admission is never automatic.
