The funds dedicated to development are distributed through an independent fiduciary arrangement. Development money cannot be used as political pressure, punishment or patronage. Each eligible Member’s allocation is governed by the applicable legal formula and accountability requirements.
In the founding reference budget, the WUFO Development Program and National Football Development Partnerships together represent 59.14% of planned expenditure. The latter funds structured Member development plans, including those with greater needs. Administration remains modest and professional, with 17 identifiable, traceable and publicly accountable expenditure lines.

WUFO Development Program: 35.82% of the founding reference expenditure budget. An independent fiduciary distributes protected allocations according to the legal formula; leaders cannot withhold them as political favours.

It is a distinct programme, not an unrestricted transfer.
