FOOTBALL KNOWLEDGE BECOMES REPRESENTATIVE INSTITUTIONAL VOICE.
The Council brings together geographic representation and direct football constituencies to study, consult, develop and recommend for its protected Branch. Its proposals carry institutional weight, but an internal Council vote does not by itself create binding WUFO law or policy.

Selection, elections where applicable, eligibility, vacancies and removal for serious cause follow the governing Regulations.
24 GEOGRAPHIC COUNCILLORS
Each Historical Confederation selects four Councillors through a fair, published representative or electoral method. They come from four distinct Member Associations and are distributed across recognised Sub-Unions under the mandatory balance and rotation rules. They represent a football constituency—not a Confederation President personally.
4 DIRECT FOOTBALL REPRESENTATIVES
Players, referees, supporters and clubs each receive one direct seat through a genuine, transparent representative process. The players’ process is independent of WUFO management; WUFO may not manufacture a convenient substitute union.

The Council converts knowledge from Members and football constituencies into structured proposals.
Examine sporting, institutional and regulatory questions affecting its Branch.
Bring Member Associations and football stakeholders into structured discussion.
Establish committees and project groups for focused technical work.
Review proposals submitted by Member Associations.
Hear players, clubs, referees, supporters and independent experts.
Produce studies, reports and reasoned institutional analysis.
Build proposals for changes to competitions, policies, Regulations or Laws.
Design new projects and programmes for consideration.
Send adopted positions to the competent Congress or other lawful WUFO body.
